And a financial boondoggle to boot. Denver’s airport managers have resorted to taking a reactive — instead of proactive — approach to tracking and maintaining assets, including everything from escalators and trains to roads and land, according to a new audit from Denver Auditor Timothy M. O’Brien, CPA. Key Findings on DIA audit: “Denver International Airport is in the midst of a big project to update and expand the Great Hall and terminals, but at the same time, the assets the airport already owns need maintenance and better tracking,” Auditor O’Brien said. Our audit examined whether capital assets at the airport are properly tracked, recorded, and maintained. “Capital assets” are tangible and intangible items used in operations; their value is at least $5,000 and they are expected to last more than a year. These may include buildings, runways, machinery, equipment, and land. We found a need to improve internal controls and inconsistencies in how the airport tracks and documents its capital assets across its two different software systems. We also found a need for comprehensive preventive maintenance and better oversight of contractors who are supposed to keep ground transportation and people-movers working. “The airport is a huge operation with thousands of moving parts,” Auditor O’Brien said. “Management needs effective systems working together to keep everything functional for the longest time possible.” Airport management disagreed with two of our recommendations related to ensuring the consistency of capital asset information within the airport’s two asset-tracking systems — Workday and Maximo. They said the systems are used for different purposes and information doesn’t need to be the same. However, we found inconsistencies in the data between the two systems. In addition, inaccuracies and weakened internal controls could lead to mismanagement or misuse of assets. Under the current siloed structure and processes assets could be marked as “lost” when they were actually stolen or disposed of and there’s no consistent way to track the same asset across both systems. “This seems like an easy recommendation to make internal systems and departments work together,” Auditor O’Brien said. “I’m not sure why airport management would resist this reasonable change.” We also found backlogged preventive maintenance orders for assets — which means a greater risk of corrective repairs and higher costs for replacement or restoration. As of August 2020, the airport had a backlog of 290 work orders for preventive maintenance on facilities and at least 6,900 deferred work orders for maintenance dating back to 2018. Examples of backlogged work orders include preventive check-ups and inspections of electrical generators, passenger loading bridges, restrooms, and a variety of power units. Examples of deferred work orders include inspections of air conditioning units, cameras, and various electrical equipment. Maintenance division officials said a lack of staff and proper funding contribute to the backlog. They told our audit team they couldn’t compete with private sector salaries for maintenance workers and they have high vacancy rates in several positions. The audit team also found the airport inadequately monitors the third-party companies tasked with keeping the trains between terminals, the escalators, the elevators, and other people-movers working. Mitchell has been appointed by a federal court to oversee a Department of Justice consent decree with the County of Los Angeles and the Los Angeles County Sheriff’s Department.  The consent decree is a court-ordered agreement designed to correct systemic, unconstitutional conditions in the Los Angeles County jails, the largest municipal jail system in the world.  Mitchell is resigning his position as Independent Monitor for the City and County of Denver effective January 4, 2021.  He was appointed Denver Monitor in August 2012.  During his tenure, Mitchell: oversaw thousands of investigations into complaints of misconduct, clearing many Denver Police Department (“DPD”) officers and Denver Sheriff Department (“DSD”) deputies, and ensuring accountability for those who abused their authority and the public trust; conducted a sweeping investigation into the police response to the George Floyd protests, making 16 recommendations for reform, all of which were adopted by the DPD; issued multiple reports about problematic practices in the DSD, including the mishandling of inmate grievances, triggering major reforms in Denver’s jails; served as co-chair of the DSD Use of Force Policy Committee, which transformed use of force standards for Denver deputies; issued public guidance about deficiencies in the DPD use of force policy, leading to the complete rewrite of the policy; released an analysis of body-worn camera use by DPD officers, resulting in significant enhancements on their use; co-founded the Bridging the Gap: Kids and Cops program, which has won national recognition for helping to transform relationships between police officers and youth in Denver; and led three successful efforts to change the law that empowers the OIM, including a City Charter amendment passed in 2016 with the support of 72 percent of Denver voters. Samantha Brown And the results show that while there are risks for stress-induced child mistreatment among those surveyed, there are ways to alleviate parental stress about the pandemic, including reminding parents what they do have control over in such uncertain times. “What’s being reported is higher prevalence of COVID among low-income and ethnic minority families, and that’s consistent with what we found,” said Brown, who is a faculty affiliate in the Colorado School of Public Health. “What was surprising for us is how much it is touching the families completing the survey.” Brown said the survey results, which were published Aug. 20, showed that Latinx parents reported the highest number of COVID-related disruptions of all ethnic groups. Among all respondents, who were recruited primarily via county and state human services agencies, 88% reported poor sleep, 83% were experiencing high levels of anxiety, and 70% said the pandemic was causing symptoms of depression. “There are high mental health risks with COVID and stay-at-home orders,” Brown said. “It is a serious public-health risk that can affect multiple dimensions of these families’ lives.” More control, less stress Among other established measures, the team used a version of the Child Abuse Potential Inventory to distinguish between parents who may engage in abusive parenting behaviors and those who may not, asking questions about factors like parental rigidity and family conflict. Those who reported higher levels of emotional and social support and more perceived control over the situation also reported lower levels of stress and fewer signs of poor parenting or child mistreatment. “The level of emotional and social support within the family, and the level of control over stressful events, were significant factors in how parents responded,” Brown explained. “We found evidence that helping them reframe, to see what they have control over, can be protective for families. It could be as simple as having them say, ‘How I deal with this event is under my control.’ The fact that these protective factors reduce those risks is promising.” In addition to asking parents to identify areas of stress during the pandemic, the survey invited participants to answer open-ended questions. One parent said that “to make sure my baby is taken care of during this time … I sometimes go without food.” Others acknowledged being stressed over being unemployed, having kids at home and the risk of contracting COVID. “It’s been mentally and physically stressful dealing with quarantine,” one parent reported. “Small house. My husband has been recovering from … [an] injury and now has to be a teacher, housekeeper, and try to heal himself at the same time. It’s hard for me to go to work every day as an essential worker and be exposed to potential infection. Dec 14, 2020 by Staff in Colorado  The state of Colorado received its first shipments of the COVID-19 vaccine today. Governor Jared Polis personally signed for and received the first shipment of the vaccine this morning at the State Lab in Denver. The Governor was joined by Colorado Department of Public Health and Environment (CDPHE) staff , CDPHE incident commander Scott Bookman, Guard Dr. Rachel Herlihy, State of Colorado Lead Epidemiologist, Brigadier General Scott Sherman, Dir. of Joint Vaccine Task Force and the Colorado National Guard.   “This is great news for our health care workers and those at highest risk in our state the beginning of the end of the pandemic,” said Governor Polis. “This vaccine is an amazing scientific triumph for humanity and the distribution which starts today is a historic undertaking. We still have a ways to go and Coloradans should double down now and continue to do what we know works in the fight against this virus and that’s wearing masks, physically distancing, and avoiding personal gatherings.” This afternoon, Governor Polis will join frontline health care workers today at 2 pm in Fort Collins as the health care workers will receive the first doses of the vaccine in the state. Deliveries will continue on Tuesday and Wednesday of this week to the remaining 21 vaccine recipient sites. The State lab received 975 doses,  UCHealth Poudre Valley received 3900 doses and Memorial Hospital in Colorado Springs received 3900. This weekend, Governor Polis urged Colorado hospitals to administer the COVID-19 vaccination within 72 hours of receiving the vaccine.
