Despite the nation’s growing reliance on emergency departments, large areas of rural America are experiencing shortages emergency physicians, according to a new emergency medicine workforce analysis in Annals of Emergency Medicine. “The number of emergency physicians is increasing but there is a clear unmet need for emergency physicians in rural areas,” said Christopher Bennett, MD, MA, assistant professor of emergency medicine at Stanford University School of Medicine and lead study author. “Policymakers and health leaders should prioritize opportunities to make sure that emergency departments across the country are led by appropriately trained and certified emergency physicians.” According to the “National Study of the Emergency Physician Workforce, 2020,” the nation’s rural emergency physician shortage is expected to worsen in the coming years, the authors note. Of the 48,835 clinically active emergency physicians in the United States, 92 percent (44,908) practice in urban areas with just 8 percent (3,927) practicing in rural communities, down from 10 percent in 2008. The analysis also shows that the rural emergency physician workforce is aging. Nearly all (96 percent) of the emergency medicine residency or fellowship graduates within the last four years practice in more urban areas. Conversely, emergency physicians in rural communities tend to be closer to retirement age, with more than 70 percent having completed their medical training more than 20 years ago. While the median age for an urban emergency physician is 50 years old, the median age in large rural communities is 58 years old and 62 years old in smaller rural communities. Still, there are signs of growth in the specialty. As older emergency physicians prepare to leave the workforce, the nation’s residency programs continue to expand. There were 4,565 residents in 145 programs in 2008, and today there are 7,940 residents in 247 programs. Nearly a third (28 percent) of practicing emergency physicians today are women—a modest increase from 22 percent in 2008. One in five Americans lives in a rural area, and the American College of Emergency Physicians (ACEP) recognizes that action is needed to address emergency physician shortages and other challenges facing rural emergency care. The Governor wants to give local communities the tools they need to handle this pandemic, and the flexibility to relax restrictions if they hit certain objective benchmarks to reduce the prevalence of viral spread. The alternative to a local response could potentially be a unilateral, statewide action that could further impact Colorado’s economy.————–Adults and students should all wear masks, especially when they can’t stay a safe distance apart.“Masks vary widely; we do encourage consistent mask use in all children over the age of two,” Krause said. “The best kinds of masks are adjustable, and that improves comfort. I like masks that adjust at each ear loop to create a more secure fit. A nose wire helps as well,” Krause said.Masks that fit the face better are less likely to cause the wearer to touch them frequently to keep them in place. Multiple layers of fabric or nonwoven material make the barrier more effective. Children should practice wearing a mask at home so parents can help them learn how to put them on and ensure a proper fit. Public policy can ameliorate child poverty without being revolutionary.  However, programs need to be redesigned and targeted to alleviate instability, privation and misery for the more than 2 million children living in America’s poorest families.  Child poverty overall was reduced in the decade between 1995 and 2005, but during that same period, the number children living in the deepest poverty rose from 2.2 to 2.6 million children.  These are the conclusions of a new report from the Center on Budget and Policy Priorities.The Center on Budget and Policy Priorities (CBPP) defines deep poverty as families living below half of the federal poverty level—below $14,000 per year for a family of four. Who are these children? “Children living in deep poverty are a diverse group…. In 2016, 37 percent were white, 30 percent were Latino, 23 percent were Black, and 6 percent were Asian; 45 percent lived in suburban areas, 32 percent in urban areas, and 11 percent in rural areas; 51 percent lived in a single-mother family, 37 percent in a married-couple family, and 6 percent in a single-father family; 16 percent lived in a family where someone had a work-limiting disability; and 89 percent were U.S. citizens and 31 percent lived in a family with a non-citizen.”This subject is rarely discussed in the education press, where the assumption for decades has been that, if teachers work hard and children study, public schools can, by themselves, provide enough opportunity to enable our society’s poorest children to surmount the obstacles posed by their families’ circumstances. But a mass of research (here, here and here) documents instead that schools serving concentrations of children living in the poorest communities are unable to accomplish this goal. Standardized test scores correlate in the aggregate with family and neighborhood income. The fact that 114,085 students enrolled in New York City’s public schools were homeless at some point during the 2018-2019 school year—10 percent of the district’s 1.1 million students—is an overwhelming challenge for the children and their families. Their homelessness and lack of access to the basics most of us take for granted is a problem which their public schools alone cannot solve.The CBPP researchers examine child poverty data from the decade following the Personal Responsibility and Work Opportunity Reconciliation Act of 1996—the welfare reform bill that “ended welfare as we know it” without ending child poverty: “The decade from 1995 to 2005 is the most suitable period for examining the effects of the 1996 law that replaced Aid to Families with Dependent Children (AFDC), which had chiefly served families with little or no earnings, with TANF, which offers less assistance and includes stricter work requirements and time limits… We estimate that the share of children in deep poverty rose from 3.1 percent to 3.5 percent between 1995 and 2005… Children in single-mother families, who make up the majority of TANF participants, showed a large increase in deep poverty rates from 1995 to 2005, from 5.4 percent to 7.4 percent… The number of families served by AFDC/TANF fell by more than half from 1995-2005, largely due to the 1996 law’s policies taking away cash assistance when a parent didn’t meet a work requirement, imposing time limits, erecting access barriers that made it hard for families to apply for and be approved for benefits…. In 1995, AFDC lifted 2.8 million children out of deep poverty.  In 2005, TANF lifted only 700,000 children out of deep poverty, and in 2016 it lifted only 300,000.”What are the other government polic..

A total of 83 agencies participated in the 10-day enforcement period, with the Colorado Springs Police Department (54 arrests) and the El Paso County Sheriff’s Office (37 arrests) recording the highest number of arrests. Denver’s Department of Transportation Infrastructure (DOTI) is building two new underpasses beneath this busy intersection to allow people walking and riding bikes to have safer crossings near the High Line Canal Trail. This time lapse video on DOTI’s You Tube channel shows all the work that went into the installation beneath Hampden Avenue.There is still more work to be done on the Hampden underpass, which will require another full closure of Hampden Avenue at Colorado Boulevard starting Friday, August 7 at 7 p.m. until Monday, August 10 at 5:30 a.m. Doing this work over the weekend allows crews to complete installation more quickly and prevent multiple street closures during the week. The map below shows detours that will be in place while work is underway. Message boards are also posted in advance of the closure to alert people about the work and encourage them to use alternative routes. Additionally, trail users on Colorado Boulevard will be rerouted around the east side of Magna Carta Park between Girard and Hampden Avenues.In June, crews completed installation of the Colorado underpass, and after installation of the Hampden underpass wraps-up this weekend, crews will then focus on building a new,10-foot wide multi-use trail along the north side of Hampden, which will provide more space to bike and walk. The underpasses and multi-use trail are anticipated to be ready for use by Spring 2021.

Other large school systems hope to offer in-person classes — especially for the youngest students ­— but spikes in cases of COVID-19 among younger people could put those plans in jeopardy.Is school safe this fall? Follow the guidance of public health officialsSchool officials are partnering closely with local public health officials, and that’s critical since the pandemic is worse in some parts of Colorado than in others. Health experts at the U.S. Centers for Disease Control and Prevention (CDC) and the State of Colorado have both issued toolkits to offer guidance for school leaders. That’s why dilemmas over back-to-school decisions are so challenging.“School is very important – not only for the education of our children but the countless other resources schools provide, said Dr. Terry Krause, a family practice physician at UCHealth Primary Care – Highlands Ranch.Krause has two young children, both of whom are in a small, COVID-compliant day care situation. But parents frequently seek her advice on whether it’s safe to send their children back to school.“The most important message I want to send is this: if we want our children to be safe at school, we must make our communities safe for them. Adults need to set an example for their children by wearing masks outside the home, social distancing, and demonstrating hand hygiene to their children,” Krause said.“The more we can reduce community transmission of COVID-19, the better the chance we have for our children to remain healthy.”She underscored that each family’s situation is unique.“Parents have to decide what is best for their families,” she said.“If they have the ability to stay home, or if they have children with chronic medical conditions, it may be wise to do so.  If they do not have these abilities and are able to accept the risks of their children and families potentially acquiring COVID -19, they should do their best to mitigate their risks,” Krause said.“School is important — the education, the camaraderie, the facilities and resources.  It is all important — but school must look different this year if we want our children to be safe.”How to keep kids and schools safeKrause said detailed plans will be critical in order for kids to safely go back to school.“It’s going to depend on several factors, including community transmission of COVID-19 at the time, precautions put in place at individual facilities, hygiene practices, etc.,” Krause said.If your district is holding in-person classes, here are seven tips from Krause for keeping your child safe and healthy.1.
