Marisa Saunders, from the UCLA Center for Community Schooling, and Cynthia Estrada, from the UCLA Graduate School of Education Information Studies,  reviewed  the new report and determined that its recommendations are helpful but come up short in confronting patterns of stratification, whereby marginalized students are being denied access to high-quality pathways that integrate an academic and CTE curriculum. The report does document inequitable access to these high-quality pathways. In particular, it explains how many students, particularly those from low-income backgrounds and minoritized populations, have not been provided the academic preparation needed to access pathways that prepare students for postsecondary education and career. In the face of these trends, the report contends that well-designed middle school CTE programs that support college and career exploration and guidance can prepare students for high-quality pathways and address current patterns of differential access. Yet while the report offers appealing recommendations for states and districts as they move to implement middle school CTE, Saunders and Estrada explain in their review that the suggestions do not directly address the key challenge. The report’s landscape analysis identifies college and career exploration standards that emphasize career development. Middle school CTE programs following the report’s suggestions may therefore fail to prepare middle school students with the academics or knowledge they need to access high-quality pathways. In fact, beyond improved academic preparation, middle school CTE programs must provide the necessary student supports and resources that can ensure all students succeed in these programs. Dec 08, 2020 by Staff in Community Breaking — More than 50 investigations of police misconduct remain open from Denver’s May and June protests. The Office of the Independent Monitor (“OIM”) released a report entitled The Police Response to the 2020 George Floyd Protests in Denver, an Independent Review. On May 25, 2020, George Floyd was killed during an interaction with four officers from the Minneapolis Police Department. In the days after Mr. Floyd’s death, protests erupted throughout the United States, starting in Minnesota on May 26 and spreading to dozens of other cities in the succeeding days, including Denver. Beginning on May 28, Denver experienced several weeks of sustained protests that ended in mid-June (“George Floyd Protests” or “GFP”). The Denver City Council requested that the OIM conduct an investigation into the Denver Police Department’s (“DPD”) response to these demonstrations. The report summarizes the results of that investigation and makes several key findings: The first five protest days were characterized by peaceful demonstrations, as well as property destruction, fires, and violence that resulted in injuries to numerous community members and officers. There were significant gaps in the DPD’s use of internal controls to manage police use of force during the protests, including deficiencies in its employment of body-worn cameras, tracking of less-lethal munitions, prompt documentation of all uses of force, and limitations on which officers were permitted to use certain high-risk less-lethal weapons. More than 100 community complaints were filed alleging misconduct by DPD officers during the GFP, and approximately 50 of these investigations remain open to this day. During this review, we also identified other concerning uses of force, which we referred to the DPD for review and investigation. The framework the DPD used to organize the mutual aid provided by 18 neighboring law enforcement agencies had important deficiencies. Most notably, the DPD did not have mutual aid agreements in place with those agencies and allowed them to use less-lethal weapons in Denver that were not permitted under DPD policy. The report includes 16 actionable recommendations to address these and other findings. “I appreciate the high level of transparency from DPD officers and community members as we performed this review,” said Independent Monitor Nicholas E. A *Forensic Odonotologist assisting task force investigators identified one set of the human remains recovered as Myron Robert Martinez (DOB: 11/15/1982) of Del Norte. Martinez was reported missing to the Rio Grande Sheriff’s Office on November 6, 2020. A family member reported they had not been in contact with Mr. Martinez since late October. The task force has not determined the cause and manner of death; however, investigators believe foul play was involved. With the remains of Mr. Martinez identified, members of the task force are currently working to determine the circumstances surrounding his death. Adre Baroz, who is currently being held in the Alamosa County Jail, has not been charged in the death of Mr. Martinez. Law enforcement cannot comment on any other specific information or connection to the remains found in Conejos County as the arrest warrant remains sealed. Work continues to identify the two other sets of human remains located in Conejos County in November. The Rio Grande Sheriff’s Office has joined the task force investigating this incident. Anyone with information about Mr. Martinez or the other unidentified human remains located in Conejos County is asked to call a designated tip line at 719-270-0210. There have been more than 60 tips reported since last month. There are no plans for a news conference. No further updates will be provided as information related to this case is sealed. Agents transported the bundles to the Calexico Border Patrol Station for further processing. No subjects were at or near location of the dropped bundles. At the station, agents opened the bundles and uncovered 120 small individual wrapped packages containing a white crystal like substance and five large bricks containing a white powder like substance. Agents tested the contents of the packages using a narcotics test kit. The contents of the 120 small packages tested positive for the characteristics of methamphetamine. The five bricks tested positive for the characteristics of cocaine. The total weight of the methamphetamine was 151.55 pounds with an estimated street value of $340,988. The total weight of the cocaine was 12.35 pounds with an estimated street value of $148,200. Montgomery, 80, an Illinois entrepreneur and onetime Tea Party activist, is one of three Turning Point insiders who have won lucrative deals from the group to handle its printing, payroll processing and fundraising. The nonprofit has also made misleading assertions about its finances to state and federal regulators, according to interviews and an examination of tax and business records. Charities are required to conduct annual independent audits certifying their books are sound in order to fundraise in more than a dozen states. But the accounting firm Turning Point uses has engaged in multiple business relationships with Montgomery, who for years served as the nonprofit’s treasurer. The dynamic, experts say, imperils independence and undermines the credibility of Turning Point’s financial statements, including its federal tax returns — an issue of significance at a moment when more and more cash is flowing into the organization’s coffers. “This raises real questions about the legitimacy of the return,” Philip Hackney, a University of Pittsburgh School of Law professor who formerly worked in the IRS’ chief counsel’s office, told ProPublica. “It makes it difficult to trust what is reported and begins to raise the possibility that it’s a fraudulent statement.” The IRS requires, under the penalty of perjury, that charities attest whether they received an independent audit. Both Kirk and the co-founder have signed off on Turning Point’s filings. In response to questions from ProPublica, Sally Wagenmaker, an attorney for the nonprofit, said that payments to businesses belonging to organization officials “provided a compelling operational benefit in Turning Point’s best and other interests,” and that they were “in full compliance with TPUSA’s IRS-compliant conflict of interest policy.” Andrew Kolvet, a Turning Point spokesman, said the business relationship between the group’s auditor and its former treasurer is not significant and maintained the accounting firm is indeed an independent company. It will also create grant programs and allocate funds specifically for art and cultural organizations as well as minority-owned businesses.  SB20B-002 sponsored by Senators Julie Gonzales and Chris Holbert, provides $60 million for emergency housing assistance to individuals and households who are in financial need due to the COVID-19. Of that funding, $1 million will specifically support the Eviction Legal Assistance Fund, which will help Coloradans stay in their homes this winter. Finally, the bill puts in place a provision that seeks to ensure tens of thousands of unemployed Coloradans can continue to have access to the federally funded State Extended Benefits Program through December 26.
